This position of Health Professions Education (HPE) Analyst is in the HPE Office and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by Health Professions Trainees (HPTs) at the VA medical facility.
Duties
The Health System Specialist - HPE Analyst position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding disbursement agreement (DA) processes and health care operations as they relate to HPE programs.
Duties include, but may not be limited to the following:
Serves as the disbursement coordinator (DC) and is responsible for communicating, establishing processes and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs).
Administers the tasks and procedures required between the VA and the affiliate including establishing DAs and validating multiple data sources.
Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources.
Utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes.
Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques.
Completes and reviews the monthly educational activity record (EAR) consolidation and calculations to ensure accurate educational activity reimbursement.
Informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates.
Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects.
Maintains awareness of new policies related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations.
Performs other related duties and responsibilities as necessary.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full Time; Monday-Friday; 8:00am - 4:30pm
Telework: May be available on an Ad-Hoc basis, IAW VHA policy

Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR
Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the above Individual Occupational Requirement (IOR), you must have one year of specialized experience as described below:
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience for the GS11: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
(1) Missions, organizations, programs, and requirements of health care delivery systems;
(2) Regulations and standards of various regulatory and credentialing groups; and
(3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care and education/training; experience running an administrative component of a health care onboarding process; and analyzes and synthesizes data from diverse data systems to improve business processes. OR
Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. (2) Regulations and standards of various regulatory and credentialing groups; and
(3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with disbursement agreement (DA) administration used for payment of salary and benefit; and completing record data analysis to determine potential or actual fraud, waste and abuse, and to recommend redistribution of resources.
