Serves as a Health Systems Specialist to the Associate Director for Facilities of the NY Harbor Health Care System, which consists of two tertiary medical facilities, Outpatient and Community Based Clinics, and Veterans Outreach Centers in four of the five boroughs of New York City. As the Health Systems Specialist to the Associate Director incumbent provides management advisory services and high level management input in the most complex top management deliberations.
Duties
Provides management advisory services and high level management input in the most complex top management deliberations. Participates in identifying and resolving a full range of complex management problems.
Makes recommendations on day-to-day policy planning and decision-making practices regarding the Administrative Services. Attends daily conferences with the Director, 'Associate Director and Chief of Staff where these policies and decisions are formulated.
Serves as the primary resource for complaints or issues dealing with administrative services.
As assigned to special and on going projects the incumbent plans, coordinates and conducts analytical/managerial studies regarding the HCS's policies, programs and operations.
As assigned chairs or participates in a variety of meetings/committees.
Conducts management surveys and research projects and provides advisory services on issues of substantial scope and impact throughout the NY Harbor Health Care System.
Plans, develops, and conducts internal review studies of interrelated functions of substantial technical complexity within NY Harbor HCS.
Develops long-range plans for new or complex programs.
Prepares/coordinates/consolidates a variety of reports for the Associate Director such as but not limited to overtime usage and environmental rounds follow-up.
Performs administrative support work to a variety of new/special VHA initiatives such as the VHA Transit Benefit program.
Acts as a liaison or handles the communication with persons and/or groups for New York Harbor Healthcare System such as but not limited to congressional inquiries, patient complaints, VISN inquiries/reports, VACO inquiries, etc.
Performs other duties as assigned. Travel required across all 3 New York Harbor Campuses.
Work Schedule: Monday through Friday 8:00am- 4:30pm

GS-12 Grade Level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

You must meet one of the Individual Occupational Requirements listed below:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of analytical and evaluative methods plus a through understanding of how regulatory of enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. Knowledge of and demonstrated experience with analysis techniques (methods), including root cause analysis, cause and effect analysis, and failure mode and effects analysis as applied to the health care setting. Skills with information management systems to support analysis techniques, including database management, database analysis and reporting, and flowchart software. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Recognition of the different functions and motivations of various employees and groups in the health care delivery systems and ability to communicate effectively with each in order to gather information, present recommendations, and coordinate services..

Physical Requirements: The work is primarily sedentary. Some walking, standing, bending and carrying of light office items is required.
