About the Position: You will function as an Engineering Technician (Civil) supporting office buildings, campground and day use facilities for administration, visitor information, operation and maintenance, utility services (including water and wastewater treatment plants), and contract management.

Duties
Serve as the Project Facilities Manager at a large water resource development project serving a multi-county area.
Develop annual and long-range work plans which serve as the authority for scheduling and performing future work at the project level.
Develop and utilize engineering and As-Built drawings for routine construction work without assistant or review from the District office.
Review designs prepared by mechanical, civil, and electrical engineers for construction feasibility, operational performance, safety, durability, and long-range maintenance costs.
Administer contracts for execution of contracted portions of planned work.
Prepare Government Cost estimates for Construction and O and M type projects aligned with current market pricing and values.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

To qualify at the GS-0802-10 grade level:
Specialized Experience: One year of specialized experience which includes developing annual and long-range work plans for scheduling and performing work at project level; reviewing engineer drawings for routine construction work; using civil engineering practices, principles, and techniques sufficient to administer a comprehensive operations and maintenance (O&M) program for park and recreation facilities, buildings, grounds, and utilities at a large public lake. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
To qualify at the GS-0802-11 grade level:
Specialized Experience: One year of specialized experience which includes planning, scheduling, and overseeing the execution of the project's maintenance/construction support program; Serving as the project's senior level technical expert in the planning and management of the project's programs for construction, operations, and maintenance of facilities, buildings, grounds, utilities, roads, trails, boat launching ramps, swimming beaches, parking areas, and related support facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
