The position is located in the Reentry Sanctions Center (RSC), a 24-hour, 7-day per week Residential Facility. Shift Work is required to include weekends and overnight for this position. The incumbent conducts intakes, completes evaluations, facilitates evidence-based groups, and provides the full range of assessment and counseling services to offenders/defendants with behavioral health disorders.
Duties
As Director, the individual provides direction and oversight for the Reentry and Sanction Center (RSC), which is a facility that focuses on the treatment and rehabilitation of individuals who are addicted to drugs and have been required by the criminal justice system to participate in the program or have voluntarily requested admittance to the program.
Directs and oversees both the clinical and operational aspects of the Reentry and Sanction Center, to include individual and group counseling for clients and their families; vocational rehabilitation; assistance in obtaining health, welfare and other social services; recruitment, hiring, and selection of staff; and monitoring all contract services.
Prepares and oversees the budget for the Reentry and Sanction Center and justifies and defends requirements to senior officials within CSOSA and other institutions as needed to ensure continuous and adequate funding.
Manages the development of policies and procedures for the Reentry and Sanction Center consistent with nationally recognized standards including but not limited to the American Correctional Association (ACA), American Society of Addiction Medicine (ASAM), and the Commission on the Accreditation of Rehabilitation Facilities (CARF). Works closely with CSOSA's Community Supervision staff to incorporate policies and procedures into the Reentry and Sanction Center program.
Establishes short- and long-range goals of the Center, develops detailed plans for implementing them, and oversees implementation of the goals. Determines if adjustments or changes in objectives or emphasis are needed in organization functions. Recommends and/or puts into action organizational or process changes. As an expert on long-range planning, recommends and participates in developing strategies for implementing planning for Reentry and Sanction Center.
Perform the administrative and human resource management functions relative to the staff supervised.
Ability to relate complex variables of a broad nature to specific policy or program issues, and to make realistic assessments of the environment in which the policy or program alternative will be considered, chosen, to implement the theories, principles and practices in the field of psychosocial and behavioral sciences applicable to criminal behavior.

Qualifications
There is a Basic Requirement that must be met to qualify for this position:
A. bachelor's degree or higher in behavioral or social science; or related disciplines appropriate to the position.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic entry qualification requirements, you must also have one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Strong leadership skills and knowledge of American Correctional Association (ACA), American Society of Addiction Medicine (ASAM), and the Commission on the Accreditation of Rehabilitation Facilities (CARF). Knowledge of social service program management concepts and principles and demonstrated skill in activating a residential treatment program, reentry program, or sanctions center; or a correctional facility that houses or provides other operations required to activate and manage a residential treatment program.
Time-in-Grade Requirement: Current agency employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience at this grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
