This position is located in the Office of Management and Technology, Human Capital Management Division (HCMD), Office of Inspector General (OIG), U.S. Department of Housing and Urban Development. This position is responsible for providing leadership in developing, directing, and evaluating OIG HR policies and programs and is tasked with representing the agency in a professional and collaborative manner.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience is defined as advising on and independently performing the following: - Providing human capital support to senior leadership on various human resource disciplines, such as recruitment, staffing, classification, compensation, position management, and policy; AND - Developing or modifying Human Resource policies or standard operating procedures for an agency, bureau, division, or department; AND - Providing extensive knowledge of analytical and evaluative methods for assessing Federal human resources programs and delivering a full range of support for the implementation of human capital plans, policies, and practices; AND - Providing human resources consultative and technical services to senior officials; AND - Leading management in change initiatives. Specialized Experience: For the GS-13, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as advising on and independently performing the following: - Providing human capital support to senior leadership on various human resource disciplines, such as recruitment, staffing, classification, and position management; AND - Providing general knowledge of analytical and evaluative methods for assessing Federal human resources programs and delivering a full range of support for the implementation of human capital plans, policies, and practices; AND - Providing human resources consultative and technical services to senior officials. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: - For the GS-14, you must have been at the GS-13level for 52 weeks. - For the GS-13, you must have been at the GS-12level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Delegated Examining Unit (DEU) Certification: Candidates who currently possess an active DEU certification are preferred.
