This position is in the VA Regional Office. The incumbent is assigned to the Office of the Director and reports to the Assistant Director. The incumbent serves as a Program Specialist responsible for providing performance management and technical support for the regional office HR program.
Duties
You will research and recommend solutions to complex issues and topics where local factors contradict established policy or procedures.
You will assist in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources.
You will provide advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions.
You will keep employees informed regarding policies and latest regulations on health and life insurance benefits, retirement, and other benefits, training, leave, employment opportunities, and other personnel actions.
You will provide technical advice and assistance and disseminates human resource information to organization.
You will review classification standards, guides, to assist and coordinate classification assignments.
You will provide advice and assistance on grievance procedures and options for resolution of conflicts or problems.

Specialized Experience:
GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service, state, or private sector. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
Experience providing advice and guidance in the areas of classification, staffing and recruitment;
Experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (Workers compensation, retirements, and insurance programs), and/or Employee and Labor Relations; and
Experience as the chief negotiator in labor negotiations.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Education
There is no educational substitution for the GS-12.
