Associate Chief, Member Services assists the Chief, Health Administration Service (HAS) in providing health benefits advice in the areas of enrollment and eligibility beneficiary travel, clinic administrative management, patient information resources, and fugitive felon program to senior management officials including but not limited to the Medical Center Director, Associate Director, Chief of Staff, Associate Director for Patient Services, and Service Chiefs.

Duties

Major duties include: Assist the Chief, MAS in the management of the MAS with respect to business practices that support patient care and the delivery of health benefits; has complete responsibility for the supervision of the Member Services line of the organization to include the Hospital Registration and Clinic Management Sections. Collaborates with the Chief, MAS in providing staff assistance to the Center Director for planning and execution of the MAS Program and frequently participates in or is delegated to complete certain management assignments given by the Chief, MAS. Delegated full authority and responsibility for operational activities of the Member Services line of the MAS. Assist the Chief, MAS with development and maintenance of administrative programs which provide the services and technical counsel necessary to meet procedural, legal and administrative requirements. Makes decisions concerning legal eligibility for medical benefits, eligibility for patient assistance program, transportation at Government expense, claims for reimbursement by the VA for unauthorized transportation, etc. Proposes procedural and policy changes to the Chief, MAS and, when approved, formulates and directs development of major policy changes for the MAS programs. Prepares annual budget estimates for Beneficiary Travel and the patient assistance program. Determines staffing levels, work priorities and deadlines within the service. Analyzes techniques in quality improvements, administrative audits, work measurements, special surveys and statistical analysis, and identifies methods and procedures for gathering, organizing and interpreting data obtained from analysis. Generates final composition of responses to Congressional and Presidential inquiries and to complaints and inquiries from veterans service organizations and civic organizations and individual veterans. Approves expenditures and withdrawals, determining the propriety of withdrawals for payment of beneficiaries' obligations and debts, etc. Informs MAS employees of legal requirements relating to patient care activities. Participates in the development of short and long range plans for future growth and development of the service. Investigates and develops facts, conclusions and recommendations in matters requiring investigation. Performs Human Resource Management responsibilities for Member Services employees. Work Schedule: Monday - Friday, 7:30AM - 4:00PM, subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Experience with business practices that support patient care and delivery of health benefits. Establish and maintain effective working relationships with individuals and groups with divergent backgrounds. Skilled in the use of administrative processes, policy/directives and regulations associated with the delivery of Health Benefit Programs. Manage and supervise, i.e., plan, organize, delegate, direct, control and review the activities of subordinates. Skill and experience communicating effectively both orally and in writing with internal and external groups and individuals to prepare concise reports, professional reviews and evaluation and correspondence in a clear and concise manner. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The physical demands are minimal requiring only moderate amounts of walking, standing, bending or stooping.
