The primary purpose of this position is to assist the Chief, Medical Administration Service in the management of the service with respect to business pratices that support patient care and the delivery of health benefilts. Incumbent has complete responsibility for the supervision of the Member Services line of the organization.

Duties

Assists service chief with business practices that support patient care and the delivery of health benefits.
Supervises service line of the organization, to include the Hospital Registration and Clinic Management Sections.
Provides staff assistance to the Center Director for planning and execution of the service program.
Delegates authority and responsibility for operational activities of the services line.
Assist the service chief with development and maintenance of administrative programs which provide the services and technical counsel necessary to meet procedural, legal and administrative requirements.
Makes decisions concerning legal eligibility for medical benefits, eligibility for patient assistance program, transportation at Government expense, and claims for reimbursement by the VA for unauthorized transportation.
Proposes procedural and policy changes to the service chief.
Formulates and directs development of major policy changes for the service programs.
Prepares annual budget estimates for Beneficiary Travel and the patient assistance program.
Determines staffing levels, work priorities and deadlines within the service.
Analyzes techniques in quality improvements, administrative audits, work measurements, special surveys and statistical analysis.
Identifies methods and procedures for gathering, organizing and interpreting data obtained from analysis.
Generates final composition of responses to Congressional and Presidential inquiries and to complaints and inquiries from veterans service organizations, civic organizations and individual veterans.
Approves expenditures and withdrawals, determining the propriety of withdrawals for payment of beneficiaries' obligations and debt.
Informs service employees of legal requirements relating to patient care activities.
Participates in the development of short and long range plans for future growth and development of the service.
Investigates and develops facts, conclusions and recommendations in matters requiring investigation.
Performs Human Resource Management responsibilities for Member Services employees.
Enforces fair, equitable, consistent and correct administration of time and attendance policies and timecard reporting/recording for all employees.
Work Schedule: Monday - Friday, 7:30am-4:00pm or 8:00am - 4:30pm

Qualifications
GS-13 Specialized Experience: Applicant must possess at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the federal service. Specialized experience is experience with business practices that support patient care and delivery of health benefits; use of administrative processes, policy/directives and regulations associated with the delivery of Health Benefit Programs; and supervising and managing the activities of subordinates.
