This position is located at Bureau of Engraving and Printing, within the Office of Facilities Support. As a Contract Surveillance Representative, you will be responsible for a range of contract monitoring duties. You will function as a Contracting Officer Technical Representative (COTR) and perform critical acquisition and technical functions.
Duties
The following are the duties of this position at the GS-12.
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Contract Surveillance Representative, you will:
Facilitate effective relationships and processes between contractors, clients, and government team members.
Initiate acquisition requests for goods and services and transmit Purchase Request Work Package to Contracting Officer.
Provide pre-award technical assistance to contracting officer.
Monitor the acquisition, control, and disposition of Government Property by contractor and assess contractors for any loss, damage, or destruction of property.
Review and recommend contract modification requests; prepares technical evaluation to support a determination that change is not outside scope of contract; recommend whether option should be exercised; submit market research data to Contracting Officer to support the recommendation to exercise option.
Perform inspection and acceptance actions and informs the Contracting Officer when rejecting or accepting nonconformance; assist in administering Stop Work Orders.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-12 is one year (52 weeks) of experience at the GS-11 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience with contracting principles and procedures applicable to pre-award actions and contract administration sufficient to procure a variety of specialized supplies, services, and equipment; AND
- Experience with procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND
- Experience with contract writing systems, financial systems, or other electronic procurement databases and systems; AND
- Experience with contract types, such as fixed price or cost reimbursement, including required clauses and special provisions.
Specialized experience for the GS-11 is one year (52 weeks) of experience at the GS-09 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience with procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND
- Experience with contract writing systems, financial systems, or other electronic procurement databases and systems; AND
- Experience with contract types, such as fixed price or cost reimbursement, including required clauses and special provisions.
OR You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the GS-09 is one year (52 weeks) of experience at the GS-07 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Experience with contract writing systems, financial systems, or other electronic procurement databases and systems; AND
- Experience with contract types, such as fixed price or cost reimbursement, including required clauses and special provisions.
OR You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination of Experience and Education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-9level for 52 weeks.
For the GS-9, you must have been at the GS-7level for 52 weeks.
