You will serve as an INTERDISCIPLINARY ENGINEER/SCIENTIST (COMPUTER SCIENTIST/GENERAL ENGINEER/OPERATIONS RESEARCH ANALYST/ PHYSICIST) in the Mission Systems T&E Team Lead Office (TLO) within the Mission Systems T&E (MSTED) Department of NAVTESTWINGLANT NWCF.

Duties

You will serve as a Senior Test Team Lead within the Mission Systems Test and Evaluation (MSTED) Department supporting the Naval Test Wing Atlantic, Patuxent River, Maryland. You will lead and manage efforts, and interface across the core engineering offices associated with Warfare Analysis and Systems of Systems Engineering and the Digital, Analytics, Infrastructure and Technology Advancement (DAiTA) group. You will be responsible for identification of critical program test elements, translating test requirements into test plans, conduct of tests, analysis of test data, and reporting of test results in the area of integrated mission and avionics. You will provide technical direction, guidance, and leadership of Developmental Test and Evaluation programs for the assigned Test Team and Integrated Program Team (IPT) structures. You will provide technical oversight in performance of all activities which includes requirements development, test planning, coordinating and executing test and evaluation activities, and presentation and documentation of system performance results. You will develop and review program technical and mission documentation (e.g., Test and Evaluation Master Plans, Operational Requirements, Acquisition Strategies and Systems Concept Papers). You will develop and lead capability-based or mission-based test planning to include virtual and constructive test strategies with emphasis on System of Systems (SoS) interoperability where applicable. You will represent the team consensus and convey the team’s findings and recommendations to other team leaders, program officials, the public and other customers on issues impacting the team’s objectives, work products and/or tasks. You will ensure that test results (including project/program status, enhancing characteristics, deficiencies, and discrepancies) are accurately communicated to program sponsors via comprehensive reports, briefs, white papers, and technical papers. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor’s instructions on work priorities, methods, deadlines and quality have been met.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or (DP-04) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading and managing large, diverse Mission Systems (MS) test and evaluation (T&E) programs and direct testing team members in all aspects of T&E program execution; 2) Assessing performance requirements against operational requirements and providing assessments for identified performance deficiencies; 3) Developing new Mission Systems (MS) test procedures and/or equipment to solve test-specific problems; 4) Evaluating test results to ensure correctness and reliability and determination of required test variations and modifications and 5) Leading peers in the conduct of tests and evaluations. Education Requirements for General Engineering Series 0801

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Education Requirements for Physics Series 1310

Degree in physics; or related degree that included at least 24 semester hours in physics.

OR

Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

Education Requirements for Operations Research Series 1515

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Education Requirements for Computer Science Series 1550

Degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
