THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a MOBILIZATION PLANS SPECIALIST (TITLE 32), Position Description Number D0623000 and is part of the NC G3, National Guard (JFHQ-NC-G3/ Manning Doc 1423-412).
Duties
As a MOBILIZATION PLANS SPECIALIST, GS-0301-11, you will analyze the war plan missions assigned to the state's units and evaluate the capability of those units to meet requirements considering mobilization capability, readiness; recommend mission changes or corrective measures when the mission is inappropriate; analyze United States FORSCOM Mobilization and Deployment Planning System directives to ensure STARC/unit compliance with established mobilization requirement contained in these documents; be responsible for actions with respect to mobilization planning to include review and analysis of higher headquarters plans/directives and the development of policy guidance/implementing directives to subordinate units; develop, analyze, update mobilization plans/projects from conception to completion; assemble/analyze mobilization Data; make commitments regarding mobilization within delegated authority; submit reports to NGB, Continental United States Army, military installations, the Governor on NG involvement and mission requirements; be responsible for consolidation of actions required to develop/maintain a command and control structure for mobilized ARNG units; accomplish planning and coordination needed to alert and mobilized ARNG units; coordinate with the Defense Movement Coordinator for movement of ARNG units from home station to mobilization station; coordinate with the Mobilization Stations to develop methodology and procedures for reception and deployment validation of ARNG units; provide mobilization planning assistance to the state staff and subordinate HQs staff and units; review and approve Post Mobilization Training and Support Requirements; submit approved PTSRs to CONUSA or in the case of the noncontiguous states to the mobilization station; coordinate the Army CAPSTONE Program with peacetime and wartime chain of command; analyze and review the FORSCOM CAPSTONE program for accuracy of information impacting on the command; ensure the Mobilization Exercise Program is effective, sensitive to state specific missions and needs, and is coherently organized for effective implementation; make recommendations to the MRO on the planning, programming and execution of mobilization exercise funds; coordinate with NGB/CONUSA, or other wartime higher HQs as applicable in planning for exercise. Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

Qualifications
Military Grades: Warrant Officer (WO1 to CW4) or Officer (2LT to CPT)
Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
