This National Guard position is for a DEPUTY STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER (TITLE 32), Position Description Number D12673000 and is part of the NC CFMO, National Guard (JFHQ - CFMO/122A-002).
Duties
As a DEPUTY STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER (TITLE 32), GS-0301-13, you will serve as Deputy State Construction & Facilities Management Officer principal advisor to the Adjutant General, Chief of Joint Staff, and the J4 on all aspects of State ARNG construction, facilities management, environmental, and other associated programs; manage/direct program planning, development, administration, coordination, execution, and quality control of the programs; appraise the utilization of resources, including manpower and funding, in accomplishing state/installation objectives and goals while complying with applicable laws and regulations; maintain contact with other agencies (EPA, OSHA, Army Corps of Engineers, and business entities), with US Senators and their staff, with US Congressional representatives and their staff, with the Governor and their staff, with program officials and corporate officers, as well as all types of personnel with NGB, Department of Army and Department of Defense; establish local program policies/procedures; establish/monitor internal program controls and ensure uniform application/compliance; develop long and short range plans; coordinate plans to ensure the availability of facilities/funds to maintain ARNG readiness/mobility and to meet other required military and civilian user needs; make decisions/commitments related to technical, administrative, and program management issues, such as, contracting out or performing work in-house, prioritizing new construction and/or maintenance projects, certifying the technical acceptance of completed work, referring real estate acquisition/disposal proposals or needs, and others related to environmental issues and personnel actions; develop/maintain effective staff working relationships with other activities, such as USPFO, Logistics, Transportation, Communications, Safety, Training, and Personnel; provide advice, guidance and program information to concerned staff and officials from within the NGB, ARNG, and other services and maintain liaison with the Army Corps of Engineers, OSHA, EPA and other federal and state environmental agencies, and public officials; work to develop and maintain effective media and community relationships; direct program/project activities through a subordinate supervisory staff and a work force consisting of federal, state, and other full and part time employees, including a multitude of technical experts such as professional architects, engineers, engineering technicians, environmentalists, skilled craftspeople in highly diversified occupations, and persons in administrative specialties; select, assign, set performance standards, approve performance awards, allocation/reallocation of resources, while also maintaining effective position management; confer with the Human Resource Office relative to recruitment of professional staff, disposition of employee grievances/adverse actions, and employee discipline; promote and support equal employment opportunity, upward mobility, and other special emphasis programs; perform or direct performance of the following programs/activities: Architectural & Engineering Activities, Military Construction Program, Operations and Maintenance Facilities Program, Environmental Program, and other Program/Project Activities; manage and/or provide oversight of program/project contracts from preparation, to award, through close-out; manage statewide ARNG real estate, including advising the Adjutant General on purchase, leased, and/or donated site acquisitions, needed disposals and associated activities; prepare budget requirements and funding justifications for each program, and submit/defends budget requests; ensure matching funds from other services/agencies and the state are programmed proportionately and are available to coincide with federal allotments; serve as a member of the states' program budget advisory committee; develop, integrate, and/or manage a number of complex state and Federal software systems to effectively and efficiently execute mission requirements; manage/administer other state ARNG programs and projects, such as Intrusion Detection Systems (IDS) operation and maintenance; provision of facilities physical security, and/or energy conservation; serve as a member of or advisor to a variety of special boards; perform other duties as assigned.

Qualifications
Military Grades: MAJ to LTC
Minimum Requirements: Experience, education, or training which provided a general knowledge of facilities management principles, principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in a facilities program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in development, implementation, management, and direction of Real Property, Construction, and Facilities Management. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
