This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. This position is located in the Office of Analysis for Strategic, Proliferation, and Military Issues (INR/SPM). The office is responsible for the review and analysis of classified, unclassified, and open-source materials concerning military forces, systems, capabilities, and operations.

Duties

Serves as the Department’s senior Intelligence Research Specialist for scientific and technical (S&T) intelligence analysis of foreign nuclear weapons programs to include, systems design, development, performance, and disposition. Provides tailored intelligence support and advice to SES-level officials within the Department of State, U.S. agencies, and senior foreign government officials through original written assessments, oral briefings, and technical analyses. Generates, tests, and applies new hypotheses addressing complex issues bearing on U.S. National Security and Foreign Policy interests related to arms control, deterrence, WMD-related technology proliferation, and strategic security. Represents the Department regarding trends in strategic nuclear systems development in IC coordination/collaboration, including for the President’s Daily Briefing (PDB), National Intelligence Estimates, and other IC analytic products and activities,

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with Intelligence Community (IC) mission, members, policies, and practices. Extensive experience with intelligence analysis in order to produce policy relevant assessments that involve the research and analysis of information derived from the full range of potential sources. Experience with issues of nuclear development, proliferation, and deterrence to provide expert advice and guidance with regard to the policy implications of these issues and developments in an assigned specialty area. Experience providing advice, guidance, and consultation to senior policy officials regarding the interpretation and application of scientific and technical intelligence analyses. There is no substitute of education for specialized experience for the GS-15 position.
