About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Huachuca, Arizona.

Duties

Supervises and leads engineering services for worldwide support of DOD Information Network-Army enterprise network and information systems. Prepares final technical reports and briefings encompassing pertinent analysis, conclusions, and recommendations for worldwide Army information systems and networks. Identifies issues early and initiates corrective actions through senior contractor staff and the Contracting Officer Representative (COR). Performs technical reviews of system designs to ensure fielded systems will inter-operate with the installed base and other planned Fieldings. Develops employee performance plans and appraises performance while initiating disciplinary measures when required. Initiates disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays, and weekends. Must be able to obtain (within 6 months of appointment) and maintain the proper and current Information Assurance certification to perform Information Assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program and Army Best Business Practice 05-PR-M-0002, Information Assurance (IA) Training and Certification. Incumbents not meeting training and certification IAW DoD 8570.01-M may be reassigned to other duties, or released, consistent with applicable law. This position is classified as an IAT Level III and IASAE level II position. Reviews, validates, coordinates, and negotiates resolution of complex and controversial technical issues and requirements. Develops and promulgates engineering guidance and technical direction in support of assigned C4IT system integration, development, testing, security, and sustainment

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007. A one-year supervisory probation is required to assess your ability to perform supervisory duties.
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • This position is considered "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster)
  • the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Temporary Duty (TDY) travel may be required up to 25% of the time.

Additional information about transcripts is in this document. Basic Requirement for Computer Engineer/Electronics Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Computer Scientist: A. Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe One-Year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Providing technical solution and guidance regarding all major/critical Information Technology system operational engineering, development, securing, implementation, sustainment, and integration efforts. 2. Evaluates contractor performance to ensure compliance with quality either personally or assigning qualified team members. 3. Promotes sound position management principles and programs pertaining to personnel, manpower, budget, and technology. 4. Manages resources to resolve technical problems associated with operational information technologies, systems and networks. Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for Specialized Experience is permitted. Must attach transcripts.
