This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as a Senior Group Leader responsible for supervision of from 15-20 teams or group. Provides advice and counsel to employees relative to work and administrative matters. An assist employee in preparing career plans; and participates in the development of work performance objectives. Observes workers performance and periodically evaluates employee performance. Identifies developmental and training needs of employees. Reviews, assists, and participates in the development of technical concept papers and architectures in these programs. Provides technical support and guidance for preparation of information system plans, systems design plans, engineering installation packages continued. Provides technical support and guidance for preparation of test plans, acquisition requirements packages, and specifications for major Army and DOD transmission networking systems. Performs analysis on assigned systems concerning the implementation of all voice, video, wideband, and narrowband data user systems or networks traversing space and terrestrial transmission systems.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Special Sensitive/High Risk, Sensitive Compartmented Information. Intelligence Community Directive 704 security clearance
  • This position is supervisory one year probation may be required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has been designated as Key Position.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Qualifications

About the Position: This position is critical for the successful execution of support in the SATCOM community which includes Army, Navy, and Space Force efforts. This position is subject to the NH-04 supervisory Dir/Dep Dir/Div Chief/Branch Chief control point of the CECOM Control Point Policy. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting either of the basic requirement education, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience equivalent to the NH-03 grade level or equivalent pay band which prepared you to do the work in this job. Specialized experience in 1) Execute administrative and personnel management responsibilities related to the accomplishment of the mission assigned. 2) Leads several groups or teams workforce in achieving organizational goals. 3) Provides strategic direction for resolution of mission-critical problems, policies, and procedures. Basic Education Requirements for an Engineering (800 Series): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Basic Education Requirement for a Computer Scientist (1550 series): Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
