About the Position: Serves as a Chief, Program Management Office (PMO) for assigned United States army Corp of Engineers (USACE) program management within the Omaha District Military Programs Branch. These projects/programs are located in the Omaha District Military Programs and will be generally focused on a specific geographic area, program, and/or major stakeholder. This area is extremely diverse in its geography, physical, biological and socio-economic environment.

Duties

Delegated full responsibility for all operational and managerial duties for planning, organizing and directing daily activities within the office. Responsible for planning, programming, and budgeting. Internally facilitates the resolution of technical and project management conflicts within and between organization elements. Reviews selected planning documents/Project Management Plan (PMP)s on studies/projects/programs that may have regional or national significance to assure product schedule, cost, scope, acquisition plan and/or quality is consistent with commitments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to possess or obtain and maintain Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
  • May be required to perform travel/Temporary Duty (TDY) 20% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1) Experience as a project manager, project engineer, or project architect leading the architecture/engineering task order acquisition and subsequent planning and design process for major vertical facility construction projects; AND 2) Experience leading major construction contract acquisitions through source selections and subsequent leadership of the construction contract execution for major vertical facility construction projects; AND 3) Experience controlling project milestones and budgets throughout the entire program lifecycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPlanning and EvaluatingProgram ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
