About the Position: Position serves as a Program Manager and team leader for assigned USACE program management within but not limited to the Northwestern Division (NWD).

Duties

Outlines objectives to be achieved for execution of studies and projects, establishes team workplan, and resolves priority conflicts. Gives advice, counsel, or guidance to subordinate team members on both work and administrative matters Provides overall continuity and corporate leadership in the long-term execution of assigned program(s) to ensure commitments to and from stakeholders/partners are met and project execution achieved. Forecasts future planning, design, and construction effort for the execution of projects and studies. Reviews selected planning documents/PMPs on studies/projects/programs that may have regional or national significance to assure product schedule, cost, scope, acquisition plan and quality is consistent with commitments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain, maintain, and possess Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
  • Incumbent is required to travel/perform Temporary Duty (TDY) 10% of the time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, IAW DoDD 5500-7-R.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Practitioner Career Level Certification must be met within 5 years.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
