Duties

Delegated Examining Program Management: Administer and oversee the Delegated Examining (DE) program in compliance with Office of Personnel Management (OPM) guidelines. Conduct end-to-end recruitment processes for DE positions, including planning, job analysis, and development of assessment criteria. Ensure recruitment actions align with veterans' preference, merit system principles, and DEU guidelines. Merit Promotion Planning and Implementation Develop and implement merit promotion plans to support agency staffing goals. Collaborate with hiring managers to determine recruitment strategies, assessment methods, and career progression opportunities within the merit promotion framework. Provide guidance on promotion eligibility, competitive processes, and fair consideration standards. Application Rating and Evaluation: Assess applicant qualifications based on established OPM and agency qualification standards. Conduct job analysis and establish ranking factors, minimum qualifications, and selective placement factors as required. Utilize USA staffing system to review and rate applications, ensuring timely and accurate processing. Guide supervisors and managers on qualification requirements and best practices for candidate selection. Job Announcement Posting and Management: Develop and post vacancy announcements using agency staffing systems, such as USA Staffing, ensuring announcements are clear, detailed, and compliant with federal hiring requirements. Oversee the lifecycle of job announcements, from drafting to closing, while managing applicant communications and responding to inquiries. Proficiently use automated staffing systems such as USA Staffing to post announcements, assess candidates, and manage applicant data. Monitor and update recruitment activities in the system, generating reports as needed for program evaluation and improvement. Provide advice and guidance to managers regarding placement including special placement activities to attract well qualified candidates for positions. Meet with managers to develop adequate and accurate assessment questionnaires, vacancy announcements and recruitment strategies. Personnel Action Processing: Prepare and process personnel actions in compliance with federal regulations, policies, and timelines using Empowr System. Collaborate with HR staff and payroll to resolve processing issues and ensure accuracy in action documentation.

Requirements

  • You must be a U.S. Citizen.
  • You must successfully complete a background investigation. Candidates who do not respond to the background investigation request by the pre-determined due date, will be disqualified.
  • You may be required to serve a one-year probationary period.
  • Candidates who are determined to be qualified for this position, must complete an additional online assessment through Talent Plus. You must complete the Talent Plus Assessment within 48 business hours of being sent the email notification.
  • You must submit a performance appraisal received within the last 12 months.
  • You must be DE Certified.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as: researching and applying Federal human resources management principles, concepts, regulations and policies in order to provide advisory services and policy interpretations on complex human resources management issues; classifying position descriptions at various grade levels; preparing job analysis and rating plans; leading internal and external recruitment efforts; making qualifications determinations; adjudicating veterans preference; developing referrals/certificates of eligibles for merit promotion and delegated examining announcements; and responding to and assisting applicants throughout the application process. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: in addition to specialized experience required for the GS-12 level, applying advanced Federal Human Resources management principles, concepts, regulations, and practices to provide authoritative policy interpretations on controversial, or precedent setting human resources management issues; using analytical methods and techniques to provide technical advisory guidance on complex human resources needs and concerns for an organization; analyzing and providing solutions to complex human resources problems; providing human resources consulting services to organizational leadership, and developing and overseeing human resources projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/20/2024 of this vacancy announcement.
