The Administrative Officer (AO) reports directly to the Director, Quality, Safety & Value (QSV). The AO is responsible for providing a variety of administrative actions essential to the QSV organizational operation.

Duties

Duties include but are not limited to: Monitoring and reporting organizational performance indicators. Provides recommendations for planning, organizing, redesigning, and controlling day to day operations. Participates in quality improvement activities including administrative QI projects. Update Director of Quality Safety Values to ensure timely and accurate project completion. Provide program and project support to Quality Safety Values Director. Serves as TMS Administrator, Timecard (VATAS) Supervisor for Quality Safety Values. Tracks and responds to suspense's and other deadlines. Assist to monitor database to track all Quality Safety Values related policies and standard operation practices. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Provides advice to management and program personnel on budgetary and finance issues. Prepares budget package for submission to the budget office and responds to all questions from that office. Directs development and submission of all HR documentation in accordance with Human Resources and VAPSHCS policies and regulations for all matters involving recruitment, promotions, performance, awards and recognition, position classification, training, disciplinary action, and competency assessments. Assists managers and staff in projecting staffing needs, writing position descriptions and functional statements, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Acts as the liaison with the human resources office concerning personnel- related matters. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to develop new or modified administrative methods, management processes, guidelines, and procedure work processes; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; skilled in adapting analytical techniques and evaluation of criteria to the measurement and improvement of program effectiveness and/or organizational productivity; ability to develop short-term and long-range strategic plans to meet program goals. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position. Only education more than a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: Transcripts must be submitted with application. You will be rated on the following Competencies for this position: Administration and ManagementData ManagementFinancial ManagementPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Much of the work is at a desk but some walking to attend meetings or deliver materials might be required.
