This vacancy is for a Talent Management Specialist in the Economic Development Administration, Finance and Administration Division, Office of Finance and Management Services within the Department of Commerce.
Duties
As a Talent Management Specialist, you will perform the following duties:
Serve as the liaison between management and the Office of Human Resources Management (OHRM), Talent Management Office (TMO) to assist management in the effective utilization of workforce resources.
Perform ongoing analysis of workforce resources support as they relate to performance and effectiveness.
Coordinate workforce actions and ensure adequate justification is provided on personnel and position actions requests. Review all Personnel Action Requests (PARs) for accuracy before forwarding to TMO for processing.
Coordinate position reviews as required between TMO and supervisor. Advise and assist managers/supervisors in writing accurate job descriptions for position reviews. Manage and advise on the recruitment and selection process for all positions.
Serve as the subject matter expert and coordinator on performance issues, counseling, and proper documentation. Review all requests for honorary and monetary awards, including performance awards.
Identify problem areas, deficiencies, imbalances, or other similar factors that can affect performance, customer service and employee satisfaction.
These duties are described at the GS-12 full performance level; the GS-11 is a developmental level leading to such performance.
This Job Opportunity Announcement may be used to fill other Talent Management Specialist, GS-0301-11/12, Full Performance Level (FPL) GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Submitting and monitoring personnel-related actions related to promotions, reassignments, recruitments, and/or awards; and
Applying techniques for analyzing and measuring effectiveness of programs.

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE:a combination of the required experience and education for this grade level.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Assisting in the recruitment process to develop job analysis and position description;
Preparing briefings and staff reports to deliver findings and provide recommendations;
Assisting in the development and implementation of policies related to workforce and position management; and
Analyzing data and identifying/proposing solutions in the Staffing and Recruitment functional area.
