Duties

As a Senior International Trade Specialist, you will perform the following duties: Serve as a tariff and Section 232 Exclusion expert; in the formulation and implementation of U.S. trade, economic and foreign policy. Guide and direct collaboration efforts with U.S. and foreign embassies, other bureaus and USG agencies, and U.S. industry in order to oversee and help shape U.S. trade, economic and foreign policy. Negotiate with external and internal stakeholders to further International Trade Policy and Section 232 Compliance efforts; and create advanced written communications and messaging regarding foreign trade problems of jurisdiction and related trade policy issues. Analyze the 232 complaints to determine the type of trade issue, develop a successful analysis and action plan, and track efforts to develop and implement the action plan to resolve the issue. Lead efforts to coordinate with U.S. and foreign government agencies and the business community to develop and implement U.S. Trade policies, strategies, or programs. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as follows: Serving as a subject-matter expert in tariffs and Section 232 Exclusions; and reviewing related requests and/or guiding other staff members in reviewing these actions. Investigating trade issues and implementing courses of action to remove foreign trade barriers. Negotiating with internal and external stakeholders, i.e., the business community or other Federal agencies to develop U.S. and foreign trade strategies.
