The selectee for this position will serve as a IT Specialist (Network) in theMilitary Sealift Command (MSC) Command, Control, Communications and Computer (C4S) Department (N6), IT Program Management Division (N61), Architecture Branch (N616).in Pensacola, FL.

Duties

You will communicate project requirements to a wide range of individuals and organizations. You will drive compliance with life cycle and configuration management requirements to formally document and control the functional and physical characteristics of a system or network during its life cycle. You will assist in monitoring contracts to ensure proper interpretation and compliance by both contractor and government personnel. You will provide oversight for the work performed by approximately 40 contractors in the MSC Network Operations Center (MNOC). You will direct the development, implementation and operational support of an effective, integrated communications system. This includes responsibility for the operation and maintenance of telephone and telecommunication circuits.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area level INTERMEDIATE within 12 months of appointment.
  • Occasional overnight travel is required to attend training, technical meetings and conferences.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. In addition, Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience coordinating and communicating project requirements to a wide range of individuals and organizations within and outside MSC. Experience directly managing and providing oversight of IT Infrastructure ops (hardware, software, operating systems, firmware and services) including LAN/WAN, connectivity for the internet, NIPR, and client-server architectures. Experience serving as the customer initial POC for new proposals and management of existing IT and communications support for a Network Ops Center (NOC) Experience providing input to requirements for contractor support and building an effective contractor support team while assisting in the administration of the provisions of complex, multi-function IT contract. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures. Education

Applicants may substitute education for experience in the following Situations:

Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
