The Office of Management and Budget is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OMB is seeking candidates for a Program Examiner position.
Duties
As a Program Examiner, GS-0301-12/13, your typical work assignments may include the following:
Develops and analyzes major policy issues, highlighting alternative approaches that might be taken to resolve problems, and makes and defends recommendations.
Oversees, guides, and coordinates the formulation and execution of the budget in assigned areas.
Prepares materials for the Director's review and the presentation of the President's budget, management agenda, or other related materials.
Resolves major policy issues, and renders advice and assistance in the administration of operating guidelines, coordination of the division's efforts with other internal activities, and in communicating policies and priorities.
Qualifications
In order to qualify for the Program Examiner position, you must meet the following:
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level.
One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
FOR THE GS-12 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing all of the following duties:
Assisting with drafting written products that demonstrate analyses, policy or program options, and implications;
Presenting recommendations to higher-level decision makers on a variety of different policy or program issues;
Applying analytical methods or similar operations, policies, or procedures to complete assigned work; and
Assisting with qualitative and quantitative analysis of homeland security program, policy, or budgetary issues to propose solutions to problems.

FOR THE GS-13 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Drafting and presenting written products that demonstrate complex analyses of policy, program, or budgetary options and implications, and provide recommendations;
Applying analytical or similar operations, policies, or procedures to complete work;
Developing strategies to improve the effectiveness of programs or program operations;
Utilizing qualitative and quantitative analytical methods related to homeland security program, policy, or budgetary evaluation to identify significant factors, alternative solutions, and recommendations; and
Providing alternative approaches, ideas, or divergent points of view to solve policy, program, or budgetary problems or issues within an organization.
