The primary purpose of this position is to Serves as Comptroller, responsible for establishing needed wing policies and concepts for development, submission, presentation and execution of the budget for the multiple appropriations supporting the mission of the 67 Cyberspace Wing (CW).
Duties
Duty 1. Performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget.
Duty 2. Ensures proper execution of a segment of the Air Force budget as authorized and appropriated by Congress.
Duty 3. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Duty 4. Directs overall objectives, critical problems, and special project assignments with employees.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of Time sensitive matters. Shift work may be required if assigned.
- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency.

- This is a Financial Management Level 3 Certified position TAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
- Incumbent is required to file an OGE Form 278, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/ Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Specialized Experience:
Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Expert knowledge of budgetary regulations, policies, concepts, methods, practices, processes, and procedures to formulate, justify. and execute the budget for assigned budget accounts. Expert knowledge of the activity's missions, functions, goals, and objectives; and the relationships between subordinate units within the enterprise and other government agencies and private organizations. Expert knowledge and ability to select and apply appropriate advanced quantitative methods, statistical techniques, and applied mathematics to perform extensive cost analyses, make sound decisions, and reconcile conflicting data. Advanced ability to gather and analyze data to prepare budgets, assess the effects of budgetary and/or program changes, develop alternatives, and provide solutions to difficult budget/funding problems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert skill in applying knowledge of financial and budgetary relationships, performing cost estimates for major acquisition programs, and budgeting within the military command structure.
2. ln-depth knowledge of automated budgetary and financial management system(s).
3. Skill in effective and tactful communications in order to advocate and defend positions to high-level government.
4. Knowledge of safety, security, and EEO regulations, practices, and procedures.
5. Ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources.
6. Knowledge of security procedures to maintain control of classified material.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
