The primary purpose of this position is to provide a budget analyst who is fully responsible for the overall technical aspects of the Organization's budget and management of resources for specific programs and appropriations. The incumbent of this position may also provide advice and assistance to lower graded analysts in the office.
Duties
Budget formulation work in support of major initiatives/programs involving preparation of detailed analyses and estimates of annual and/or multi-year funding.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for funds for distribution to program managers.
Provides financial advisory services on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc.
Provides expert technical advice on all aspects of budgeting to include review and analysis to ensure program compliance with financial guidance.
Performs supervisory personnel management responsibilities.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

- This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Broad, expert knowledge of the DoD PPBE System, including regulatory foundation, policy, processes, products, terminology and documentation requirements. Equivalent knowledge of other Federal, DoD and USAF regulatory, policy and process directives governing all phases of the fiscal life cycle, which enables the incumbent to serve as an expert consultant and analyst to colleagues and customers, and to lead and facilitate budget planning, presentation and execution for the Command's fiscal resources program.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments.
2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
3. Expertise in the application of analytical methods and techniques to evaluate program plans and funding which involves substantial resources, and requires extensive changes in established concepts and procedures.
4. Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.
5. Knowledge and ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences.
6. Knowledge of safety, security, and personnel management regulations, practices, and procedures and planning, organizing, and directing the function and staff of a small organization or element. Ability to plan, organize, and direct the functions and staff of a small team.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
