The primary purpose of this position is: To serve as the Exercise and Training Planner for the Combat Operations Division (COD) in the 805 Combat Training Squadron for advanced command and control (C2) exercises, experiments, academics and testing in the Shadow Operations Center-Nellis (ShOC-N).

Duties

Serves as the AOC expert on all matters involving exercise and training planning and development. Weighs unit objectives during exercise planning. Represents the wing/center in a wide variety of exercise functions at planning meetings, in working groups and other situations in surrounding communities.

Qualifications

(Con.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, functions, programs, policies, structure, and operational capabilities of the wing/center in order to plan a comprehensive exercise and evaluation program, determine mission readiness and sustainability, and promote an understanding of and conformity with wing/center plans; knowledge of Air Force, MAJCOM, and wing/center mission goals and objectives, and the relationship of the various offices involved in exercise planning and execution of military operations and assessments; knowledge of a wide range of complex AF and MAJCOM contingency and exercise principles in order to improve critical plans for the wing/center processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge of military air resources deployment, employment, emergency response, and security planning, procedures, and policies to build realistic exercise/testing scenarios. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment of wing/center plans, to adapt existing strategies to meet unusual needs, and recommend solutions to meet mission requirements. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement exercise plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
