This position is located with the Bureau of Indian Affairs, Western Region in Phoenix, Arizona. To serve as an Awarding Official and Indian Self-Determination Specialist for the Western Regional Office responsible for the full range of contract and grant functions encompassing evaluation of applications/proposals, oversight responsibilities, negotiations, execution, and administration of all BIA programs/projects in support of BIA.
Duties
Develops/reviews and recommends approval complete contracts, grants and cooperative agreements packages to the Approving Official.
Reviews contracts, grants, cooperative agreement packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current practices.
Conducts pre-award/pre-construction conferences with contractors/grantees to clarify requirements and provide the necessary technical assistance to help the tribe or tribal organization in correcting deficiencies in their contract, grant cooperative agreement proposals and agreements.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards).
GS-12 Specialized Experience: Possess one year of specialized experience equivalent to at least the GS-11 grade level in the federal/private service that included work involving implementation and administration of P.L. 93-638 Indian self-determination activities and services in an automated environment, including monitoring and performing all P.L. 93-638 contract functions, contract proposals, and advising contractors when they are not in compliance with applicable regulations. Examples of specialized experience include establishing a system to monitor plans, quarterly and annual reports; applying Office of Management Budget criteria on financial audit submissions; routing completed work objectives to Awarding Officer Technical Representative reviewing officials; applying the Code of Federal Regulations (CFR), Tribal Ordinances, Bureau of Indian Affairs Regional and Agency memoranda, manuals, federal statutes, laws and codes, OMB circulars; responding to inquiries regarding P.L. 93-638 contracting and programmatic activities.
GS-13 Specialized Experience: Possess one year of specialized experience equivalent to at least the GS-12 grade level in the federal/private service Performing the full scope of Indian self-determination activities and services, including monitoring and performing all P.L. 93-638 contract functions.
