Duties
Responsible for the supervision of administrative functions in support of quality management to include process improvement, accreditation, risk management, credentialing, patient safety, and infection control.
Conduct in depth program analysis of substantial scale and impact concerning all aspects of the quality management department.
Solve complex and unusual issues by conducting research and analysis as required to create a corrective action plan using reports, justification, charts graphs to justify recommendations.
Advise organizational policymakers on the relevant technical and regulatory issues related to quality management, to include Joint Commission accreditation, process improvements, patient safety, credentialing and infection control.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

Specialized Experience: One year of specialized experience which includes utilizing electronic healthcare systems; evaluating or analyzing healthcare processes and recommending solutions; coordinates or recommends budgets for funds and resources; and providing supervision, leadership, or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
1) Position requires the skill and experience of a knowledgeable health care professional with experience in health care quality management, utilization management, performance improvement or risk management.
2) Expert knowledge of and experience in healthcare operations, use of quality improvement and assessment methods to assess organizational performance, and current research and trends relative to health care practices.
3) This position requires knowledge and understanding of clinical practices, procedures, and standards as well as general knowledge in the credentialing and privileging process.
4) Working knowledge of process improvement tools / techniques and statistical process control techniques and application. Working knowledge of medical terminology and procedures sufficient to interpret and identify medical/dental/clinical discrepancies and interact with medical professionals at all levels of these programs within the organization and DON/DoD.
