About the Position: This position is located at the Naval Hospital in Twenty Nine Palms in San Bernadino, California. This is a Direct Hire Solicitation. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Duties

Provide specialized information, guidance and assistance to beneficiaries concerning the Civilian Health and Medical Programs or the Uniformed Services (CHAMPUS) / TRICARE and the Military Health System (MHS). Oversee and coordinate TRICARE Prime enrollments for all Twentynine Palms and China Lake beneficiaries, as well as assist with TRICARE Prime Remote enrollments for Marine Corps Mountain Warfare Training Command located in Bridgeport, CA. Implement prescribed procedures and policies governed by the Uniformed Services Health Benefits Program (USHBP) as outlined under the Department of Defense in the delivery of healthcare at military treatment facilities, and all it local applications. Perform functionally related duties, collateral duties and responsibilities as may be assigned by the Department Head, TRICARE Operations. Administer the TRICARE Prime Travel Benefit.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• A one-year probationary period is required if the selectee has not previously met this requirement.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Health Systems Specialist: Specialized Experience: To qualify based on your experience, your resume must describe, one year of specialized experience which includes: developing concepts, strategies, methods and models to implement managed health care; compiles, analyzes and interprets Military Treatment Facility (MTF) statistics on patient treatment, ancillary services, appointment demand and availability so that TRICARE Prime enrollees have access to health care. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience maybe used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
