Duties

Summary: The primary purpose of this position is to serve in a key staff professional position as a senior Instructions Systems Design Specialist for the Dean and Director, Holm Center, Academic Affairs Directorate. Provides leadership, advice, expertise, and guidance throughout the organization in the areas of instructional systems design, development, evaluation and implementation. Oversees education and training support functions for procurement, sustainment, budgetary management and organizational staffing. Influences and participates in the formulation and determination of agency policies. Duties: Serves as a Senior Instructions Systems Design Specialist. Maintains expertise in educational technology, instructional methodology and researches and develops appropriate educational material to support Holm Center academic programs: Serves as the primary ISD Advisor to the Dean and Director. Serves as a subject matter expert regarding the instructional quality of Holm Center commissioning education programs (AFROTC and OTS). Represents Holm Center/CR with a variety of installation, functional area and state/national academic organizations. Exercises personnel management responsibilities.

  • The position requires extensive knowledge of the entire OTS, AFROTC and AFJROTC curriculum and certifications for contracting, budget, DTS, GPC and MICT.
  • The position requires periodic travel from normal duty station for conferences/meeting and to give briefings.
  • The employee must be willing to travel on military and commercial aircraft.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicant has a degree from an accredited college or university that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You MUST submit a copy of your transcripts with your application. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1.) Professional knowledge of a wide range of curriculum development, program innovations or modifications, professional guidelines, and models for the ROTC and OTS academic programs, 2.) Subject matter expertise across a variety of specialty areas, including Military Studies, Communication Skills, Leadership Studies, and Profession of Arms, 3.) Comprehensive knowledge of a variety of instructional system acquisition needs and sources to develop the technical and economic data required to support acquisition of instructional systems equipment and services for complete or complex instructional programs, 4.) Knowledge of academic programs in order to recommend research improvements. Knowledge of budgeting, administration, and contracting processes in order to execute these functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Subject matter expertise of learning theory and the principles, practices, and techniques of instruction, and education and training administration, policies, and procedures particularly those specified and directed by AETC and AU. 2. Expert knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF education and training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate education and training materials, and evaluate education and training effectiveness and efficiency. 3. Knowledge of the principles and techniques required to review and define user requests for well-established instructional systems equipment, equipment acquisition and maintenance and/or service contracts. 4. Ability to review developments in the fields of education and training to identify or define implications for current and future instructional programs, including incorporating 21st century technological resources to promote collaborative student-centered learning. 5. Ability to educate and assist experienced and novice instructors in use of instructional strategies that take advantage of technological resources. 6. Knowledge of Air Force contracting procedures including responsibilities to serve a COR. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
