Duties
Summary
The primary purpose of this position is to serve as the Dean of USAF Enlisted PME (EPME) programs for the Thomas N. Barnes Center for Enlisted Education, directing the standardization of curriculum and across the continuum of EPME. Exercises supervisory and managerial authority over the Director of EPME Distance Learning (DL) and the Director of Education for the Academic Affairs directorate.
Duties
Provides direction and oversight to Academic Affairs directorate EPME programs by leading and managing the overall EPME mission.
Evaluates the effectiveness and approves EPME programs for global customers.
Represents the Center with a variety of AU and functional area organizations.
Provides technical and administrative supervision to a limited number of staff (typically less than five positions with at least one civilian), requiring less than 25% of work time.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled. The course work must have included study in at least four (4) of the following five (5) areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes, (1) Expert professional knowledge of learning theory, psychology of learning, and education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to provide leadership, advice, and guidance about educational materials; (2) Advanced knowledge of industry standard instructional design practices which includes application of principles and techniques used to design educational programs, develop design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts; (3) Broad knowledge of both academic and military cultures and specifically the Air Force, AETC and AU missions to assure Center programs prepare individuals to operate at all levels and serve the diverse needs of the Air Force; (4) Expert level knowledge of academic/educational concepts and processes, a broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, and academic program outcomes processes and procedures; (5) Knowledge of safety, security, personnel management and Equal Employment Opportunity regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad knowledge of both academic and military cultures and specifically the Air Force, AETC and AU missions to assure Center programs prepare individuals to operate at all levels and serve the diverse needs of the Air Force.
2. Expert level knowledge of academic/educational concepts and processes, a demonstrated skill in teaching and scholarly research, a broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, and academic program outcomes processes and procedures.
3. Knowledge of safety, security, personnel management and Equal Employment Opportunity regulations, practices, and procedures.
4. Skill in evaluating and authoring Enlisted PME (EPME) policy and engineering processes and procedures to support program administration and ensure compliance with higher headquarters directives and a demonstrated skill in teaching and scholarly research.
5. Executive ability to serve effectively as an advisor and consultant within area of expertise across the Center, AU, MAJCOM, AF and DoD levels and to demonstrate skill in communication, verbal and written, using a range of message formats and to audiences from tactical to strategic/executive.
6. Ability to bring about strategic change, both within and outside the organization, and leading/influencing people toward meeting the organizational vision, mission, and goals by facilitating an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
7. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) and recommend solutions in a logical, cohesive format after carefully analyzing problems and calculating risks.
8. Ability to build coalitions internally and with other AU, HQ AF, DoD, Joint agencies, and other organizations to achieve common goals within a resource-constrained environment by effectively leveraging human, financial, and information resources strategically.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
