This position is located in the VA Consolidated Retirement Center within the Workforce Management (WFM) organization. The purpose of the position is to assist VA employees with retirement information and process actions pertaining to retirement programs.
**These positions are to be filled in Washington DC or Topeka, KS.**
Duties
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-07. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
Answers general questions regarding completion of retirement application forms.
Counsels employees to ensure that they have all pertinent information before they make employee retirement-related decisions.
Performs document searches and related administrative work as needed to ensure completeness of personnel records.
Prepares reports, receives and processes documents in accordance with established procedures.
Composes flyers from information provided by OPM and/or VA OHRM.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 40 hours per week; Tour of duty is set based on organizational need.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: This position may be filled virtually. However, the selectee will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
Qualifications

In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience.
GS-05 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Human Resources Assistant, GS-05 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-04 level in Federal service to qualify at the GS-05.
Examples of specialized experience include:
1. Answers questions regarding completion of application forms.
2. Fields questions and provides information to employees and contacts
3. Performs work involving the collection, compilation and/or tracking of data.
4. Performs document searches and related administrative work as needed to ensure completeness of personnel records.
5. Assists in advising employees on a wide range of issues.

GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level).
NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
GS-06 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Human Resources Assistant, GS-06 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-05 level in Federal service to qualify at the GS-06.
Examples of specialized experience include:
1. Provides pre-retirement counseling to a wide variety of employees.
2. Advises and assists employees on the full range of retirement issues.
3. Performs document searches and related administrative work as needed to ensure completeness of personnel records.
4. Provides in-depth benefit analysis and comparisons on retirement options, including Social Security benefits and offsets.
5. Conducts analysis of employee service history and corresponding retirement coverage codes.
There is no educational substitution for the GS-06 level.
