Duties
This position is located in the Executive Office for United States Attorneys and/or United States Attorney's Office (EOUSA), Human Resources, Operations. This is a developmental position targeted to a full performance level GS-13. The assignments in this position are designed to prepare the incumbent to perform the duties and responsibilities of the target position. Typical duties will include:
-Uses an automated staffing system to create job analyses, assessment questionnaires, and job announcements.
-Advises new employees on basic benefit information and eligibility to include, FEHB, FEGLI, CSRS/FERS and Thrift Savings Plan (TSP).
-Provides advice on basic pay, premium pay and leave administration laws and regulations.
-Issues job offers and onboards new hires.
-Processes personnel actions in the Payroll/Personnel System (PPS).
Responsibilities increase and assignments will become more complex as the training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one-year probationary period.

Qualifications
GS-07: To be qualified for the GS-07 level, applicants must have at least one full year of specialized experience equivalent to the GS-05 level in Federal service OR a combination of education and experience.
Specialized experience is qualifying experience involves gathering and analyzing basic facts and drawing conclusions in an administrative setting, providing general information to employees on employee benefits and responding to general questions about human resources principles and concepts used in human resources.

Education: Successfully completed one academic year of graduate education in a related field of study such as: human resources, public administration, or other administrative and management fields or Superior Academic Achievement.
Superior Academic Achievement: class standing in the upper one-third of the graduating class; a grade point average (GPA) of 3.0 or higher as recorded on the official transcript, or computed based on courses completed during the final two full years of the curriculum; a GPA of 3.5 or higher based on the required courses completed in the major field or the required courses in a major field completed during the final two years of curriculum; or election to a membership in a national scholastic honor society.
NOTE: You must submit a copy of your transcripts with your application if you are substituting education for experience.

Combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
