This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as staff specialist in the areas of botany and/or plant ecology by providing professional and specialized expertise involving compliance with provisions of the National Environmental Planning Act of 1969 and other environmental laws and directives.
Duties
Provide technical expertise in the discipline(s) of botany and/or plant ecology.
Study and perform analysis of the interrelationship of plant communities to soils, geology, and other environmental factors for the purpose of predicting environmental impacts.
Perform scientifically correct biological analyses including, but not limited to, reviewing literature, data acquisition, field investigation, assessing potential impact, and preparing environmental impact statements.
Analyze environmental requirements of assigned studies to determine applicability of various environmental laws, regulations, directives, and other guidelines.
Determine the appropriateness of specific technical guidelines for assessing value of fish and/or plant species and communities and related natural resources.

Basic Requirement for Biologist (0401):
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Ecologist (0408):
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. (Note: You must attach a copy of your transcripts.)
Basic Requirement for Botanist (0430):
Degree: Bachelor's degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 Requirement:
Specialized Experience: One year of specialized experience which includes implementing laws, regulations, policies, and investigations related to natural resource management; preparation of compliance documents related to National Environmental Policy Act (NEPA); and conducting field/wildlife surveys. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Biology, Natural Resources Management, Chemistry, Botany, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
