This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer, Human Capital Management Division (HCMD), Payroll and Processing Branch. The selected candidate is responsible for the full range of professional and technical duties in connection with the research and resolution of payroll and human resource problems and time and attendance processing.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.Specialized experience for this position includes:
Experience managing Federal payroll, personnel operations and leave administration, including overseeing agency-wide payroll related data submissions.
Experience applying business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
Experience providing critical information to internal and external stakeholders regarding complex payroll issues.
Experience planning, coordinating and conducting special studies of compensation policies issues, such as locality pay rates, premium pay use, special salary rates and annual pay adjustments.
Experience ensuring confidentiality and integrity regarding payroll data.
