This position is located in the U.S. Department of State (State or Department), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries. The incumbent serves as the Chief of the Staffing, Benefits, Pay & Processing Unit.
Duties
Provides oversight of permanent federal staff, temporary staff, and contractors responsible for the implementation of various human capital programs including: classification, staffing, (including staff using various appointing authorities).
Develops and implements policies and procedures consistent with pertinent legislation and Executive Orders as well as with the regulations and policies of the Office of Personnel Management for various human capital programs.
Provides supervisors, managers and employees with definitive interpretations of the agency's classification, compensation, wage administration, and position management procedures, practices, policies.
Serves as the liaison to third parties, including OPM to conduct audits of OIG's human capital programs; including timely responding to any pre-audit requests for information and documents and identifying appropriate employees for interview.
Represents MR/HC in Department and pertinent interagency meetings and conferences concerned with human capital matters for which the incumbent has supervisory oversight and responsibility.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading a team of senior human resource professionals that are responsible for staffing, recruitment and placement services
Experience developing internal processes and procedures, conducting reviews and providing direction for policies in areas of staffing, classification, processing of personnel actions, pay setting, and other related areas.
Experience tracking data and providing reports as they relate to time-to-hire, position management, and other vacancy related tracking.
There is no substitute of education for specialized experience for the GS-14 position.
