LOCATION: This position is located in the San Francisco Regional Office, Managment and Operations Support, Labor and Employee Relations Team at 1221 Nevin Ave, Richmond, CA. TOUR OF DUTY: Flextime | Full-time | Alternate work schedules may be available. TYPE OF POSITION: Permanent

Duties

Provides authoritative labor relations and employee relations advice and assistance to managers, union officials, and employees; provides staff advisory services on agency-wide issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights as defined in statute; assesses potential impact and precedent-setting implications of pending disputes before third-party authorities; participates in the resolution of unfair labor practice charges and complaints; arbitrates grievances; resolves negotiability issues and ensures conformance of labor agreements with applicable laws; provides authoritative interpretations of laws, regulations, procedures, precedents and practices regarding labor and employee relations issues; represents management in situations involving SSA proceeding before the Merit Systems Protection Board, Federal Labor Relations Authority, and other third-party relationships.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: independently handling grievances and arbitration cases; negotiating with union representatives on complex issues; handling third party cases (e.g. serving as a management representative on unfair labor practices involving contract negotiations, impact and implementation bargaining, or Merit Systems Protection Board); providing expert advice, guidance, and training/briefing to managers/supervisors on labor and employee relations issues; and reviewing labor and employee relations policies and procedures in order to make recommendations. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period), you will be credited with 6 months of experience.
