This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI).
As a Statistician (Health), GS-1530-13, you will evaluate HHS program data, conduct and evaluate data surveys,
perform statistical studies on prices, and provide statistical guidance on matters concerning HHS programs.
Duties
Identify specific statistical research areas that merit investigation, develop new hypotheses and approaches for studies, and evaluate the feasibility of
such endeavors.
Conduct research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services programs, and/or pharmaceutical and medical disease research.
Develop statistically reliable methods and strategies to merge survey data with administrative and utilization data.
Prepare analyses of statistical reports for distribution to staff and for transmittal to managers.
Provide technical consultation and leadership on complex statistical studies and consults with and collaborates with other scientists on aspects of study design, analysis, and interpretation.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Evaluating health insurance program vulnerabilities to detect fraud, waste, or abuse; AND
Collaborating across organizational lines on investigations, audits, or oversight of health insurance programs; AND
Proposing policy changes relating to program integrity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
