This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS). As a Statistician (Health), GS-1530-13, you will conduct and evaluate data surveys; perform statistical studies on prices, utilization, and costs related to health care.

Duties

Serve as an expert consultant and advisor to top-level subject matter experts and agency officials on a segment of a health or human services statistical project. Conduct research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health service programs, and/or pharmaceutical and medical disease research. Develop guidelines and provide authoritative interpretations of statistical policies for various State systems that conform to HHS requirements. Identify reporting deficiencies and provide assistance to States in order to correct deficiencies. Provide technical assistance to other professionals on the complex statistical techniques.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing statistical advice as it applies to sampling, process improvement, quality assurance or evaluation of data collected from projects and programs; (2) Advising management on the selection of appropriate study design, statistical analysis, or interpretation of study results; AND (3) Preparing analyses of statistical reports for distribution to staff or management. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
