The primary purpose of this position, INFORMATION TECHNOLOGY SPECIALIST (SYSTEM ADMINISTRATION), NH-2210-03, is to provide Information Technology services to all personnel, programs, support missions, associates, and external customers.
Duties
Performs services as a senior systems administrator: Plans, coordinates, and installs applications software and hardware for operating systems, and the day-to-day operations. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of servers.
Provides technical guidance and instruction to users and other IT specialists. Prepares, coordinates, and implements policy and procedures for hardware and software applications system operation.
Serves as a senior technical advisor to management. Participates as a key member and advisor on special committees and special projects designed to study methods to enhance the use of information technology throughout the installation.
Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.
This is an acquisition demonstration project position NH-3 equivalent to a GS-12 to GS-13.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).
INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: planning and scheduling the installation of new or modified hardware and operating systems and applications software; managing accounts, network rights, and access to systems and equipment; managing systems resources including performance, capacity, availability, serviceability, and recoverability; implementing security procedures and tools; developing and documenting systems administration standard operating procedures; resolving hardware/software interface and interoperability problems; ensuring systems availability, functionality, integrity, and efficiency; maintaining systems configuration; managing the installation and integration of systems fixes, updates, and enhancements; and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system.
3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books; No special physical demands are required to perform the work.
WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated. However, the incumbent may be required to move from one issue to the next, with many distractions, which may include but are not limited to noise in the production area.
