The primary purpose of this position is to serve as a Supervisory IT Cybersecurity Specialist/AODR, the Senior official or executive with the authority to formally assume responsibility for operating an information system at an acceptable level of risk to organizational operations (including mission, functions, image, or reputation), organizational assets, individuals, other organizations, and the Nation (CNSSI 4009). Will provide recommendations to the AO to render authorization decisions based on input from the SCA, ISO, Program Manager (PM), and other AOs and AO Designated Representative (AODR). Will perform any and all duties of an AO except for accepting risk by issuing an authorization decision IAW DoDI 8510.01.

Authorizing Official/Designating Representative
- Senior official or executive with the authority to formally assume responsibility for operating an information system at an acceptable level of risk to organizational operations (including mission, functions, image, or reputation), organizational assets, individuals, other organizations, and the Nation (CNSSI 4009).
Executive Cyber Leader
- Execute decision-making authorities and establishes vision and direction for an organization's cyber and cyber-related policies, resources, and/or operations, while maintaining responsibility for risk-related decisions affecting mission success.
DUTIES:
Establish and direct the long-term goals, policies, and procedures relating to the Information System security requirements.
Manage the effort to reduce cybersecurity risk to the organization.
Promote accountability in authorization decisions that balance mission and business needs and security concerns.
Coordinate authorization activities and results with the system acquisition or procurement representatives.
Make risk-informed decisions, streamline the authorization process, and maintain visibility of the organization's cybersecurity risk posture.
Ensure that the policies, systems, and procedures comply with and support Information Assurance (IA) requirements.
Monitor and track the overall execution of system-level POA&Ms.
Verify the system meets cyberspace operational commander requirements.
Incorporate the best cyber intelligence or commercial cyber threat information available.
Balance the level of risk for a system with mission requirements.
Ensure Information System Owners participate throughout the RMF process and understand the risk imposed on the mission due to operating the IT.
Analyze and discern information for validity and reliability (as provided in a final report which requests approval to operate (ATO) at a specified level of trust), and ensures the system is able to operate at the proposed level of security (Moderate or Low).
Ensure that risk determinations reflect the organization's risk tolerance.
After reviewing security authorization documentation, formally accept or reject risk by authorizing the IT through an interim authority to test (IATT), authorization to operate (ATO), authorization to operate with conditions (ATOc), or a denial of authorization to operate (DATO).
Review security assessment reports (SARs) and mission risk assessments (to include Plan of Action and Milestones (POA&M)), and other relevant documentation to make an informed decision to confirm the level of risk is acceptable for the Information system.
Review other AO/Sub-AO functions detailed in AFI 17-101 RISK MANAGEMENT FRAMEWORK (RMF) FOR AIR FORCE INFORMATION TECHNOLOGY (IT).

- Telework may be authorized.
- Employee must be able to obtain and maintain a Top Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- A fully adjudicated Top Secret clearance within past 5-years is highly desired.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Supervisory requirements may be required depending upon the position being filled.
- This is a Critical Acquisition Position (CAP); Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary.

- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management or an Information Technology Practitioner certification category within 24 months after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Individual must meet position qualification requirements IAW DoDI 8140.2 and DoDM 8140.3. The Proficiency Level for DoD Cyber Workforce Framework (DCWF) work role 611 (Authorizing Official/Designating Representative) is Intermediate.
- This position may require travel.
- Employee may be required to work overtime.
- Each appointed AODR must complete DoD AO computer-based training (CBT) or Web-based training product within 60 days of assignment to the position.
- The AODR shall maintain the course completion certificate as part of the official personnel file. The AODR shall re-certify every 3 years.
- Selectee must execute a written agreement to remain in Federal service in this position for at least three years.
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the grace period for that certification level after assignment.
- This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
- Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.

KNOWLEDGE, SKILLS, & ABILITIES (KSAs):
Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization through subordinate supervisors. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization.
Knowledge of the Security Assessment and Authorization process.
