The position is within the Digital Health Office, Digital Health Experience and reports directly to the Executive Director, Digital Health Experience and Integrated Product Management. They will lead the DHE's Research, Design, and Experience Management (RDEM) Division and will liaise with internal and external counterparts to drive improved clinician and Veteran experiences.

Duties

Major duties include but are not limited to:
Drive a culture of Human Centered Design, enterprise design thinking, and data driven decision making and performance improvements.
Lead the collection of critical experiential qualitative and quantitative data from Veterans using HCD and enterprise design thinking methodologies and frameworks.
Lead analysis of qualitative and quantitative data to provide insights into drivers of Veteran healthcare experiences.
Deliver insights to VA leadership for opportunities in immediate to short-term service recovery and long-term program and systems improvements.
Facilitate the VHA DH strategy by identifying key user experience journeys within VHA, to include a holistic view of the Veteran experience all the way through the provider/clinician experience when developing our digital products and solutions.
Partner with healthcare delivery operational stakeholders to drive performance improvements.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Work Schedule: Monday - Friday 08:00 AM - 04:30pm
Telework: Available (applicant is required on site up to 50% of work schedule per pay period)

Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met:
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND
GS-15 grade level: One year of specialized experience (equivalent to the GS-14grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, budgeting regulations, guidelines and processes.
Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of healthcare delivery program effectiveness or the improvement of complex management processes and systems.
Experience working as part of a CX team in a consumer-centric organization.
Familiarity with AI, data science and operational data, and a strong ability in conceptualization and visual communication. Knowledge of AI concepts and skill in applying to healthcare use cases, including familiarity with common coding languages and their development applications, machine learning techniques and their applications, common commercial AI tools, AI risk management, and ethical use of AI.
Mastery knowledge of and skill in applying VA and cross-agency AI priorities and policies to inform innovations that drive improved experiences.
Ability to create, plan, and lead strategies that enable successful execution of goals and maximize team potential. Ability to make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of effective and efficient program and policies.
Ability to initiate and drive analytic projects from inception to delivery and productionize and automate the process with excellent programming skills.
Excellent project management skills: ability to plan, manage, and execute on simultaneous projects under tight deadlines in a collaborative, agency-like environment; must be able to drive projects, debate merits of approach and work effectively with others.
Demonstrated ability to define key success metrics for projects, incorporating measurable business objectives, budget optimization and client experience best practices.
Excellent relationship management skills, especially interpersonal, verbal, and written communications.
Ability to explain, advocate, and express facts and ideas in a convincing manner to include negotiating with and influencing individuals and groups internally and externally. This involves the ability to develop an expansive professional network with other organizations, and to identify internal and external policies that impact the work of the organization.
There is no educational substitution for the GS-15 level but you may use education to meet the IOR for the 0671 series.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
