The primary purpose of this position is: To carry out Protocol for the Office of the Chief, National Guard Bureau (OCNGB). To provide advice, support and operational work for official/social functions and ensures preparation for support to and execution of national domestic and international events to include ceremonies, visits, conferences, dinners, and special events.

Duties

Plans, organizes, manages and executes protocol activities of the CNGB, VCNGB, Director of Staff (DoS) and Senior Enlisted Advisor (SEA). Develops and implements protocol policy and procedural guidance for the National Guard Bureau including the 54 States, Territories and District of Columbia. Responsible for the oversight of effective and accurate expenditures of Official Representation funds (ORF), Operations and maintenance funds (O&M), and management of expenditures for the office government purchase cards and travel budget. Plans, arranges, and coordinates a variety of details associated with CNGB Hosted conferences. Serves as the NGB Liaison for protocol matters with other agencies to include the Whitehouse, Congress, Office of the Secretary of Defense, Office of the Joint Chiefs of Staff, the other Military Services, Military District of Washington, Washington Headquarters Services, and National Guard Joint Force Headquarters. Exercises supervisory personnel management responsibilities over a limited staff.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) providing direction and expert advice in the protocol programs and policies of the National Guard Bureau (2) knowledge of the concepts, principles, and techniques of protocol matters, both national and international to develop, establish, implement, and maintain a proactive ceremonial and protocol program requiring extensive knowledge of military traditions and skill in working with high level military and civilian officials; (3) establishing and maintaining effective working relationships with groups interceded in or affected by the Ceremonies and Protocol Office; (4) applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Master knowledge of the concepts, principles and practices of protocol, military ceremonies, and military traditions, both national and international; protocol and military operational planning process and ability to apply the knowledge in routine exercises, contingencies and real-world operations. 2. Ability to plan, organize, and direct the functions and staff of a large sized organization. 3. Master knowledge of communication techniques, principles, and regulations to communicated effectively, both orally and in writing in responding to work related problems and questions. 4. Ability to indirectly supervise and provide supervisory guidance to both military and civilian personnel. 5. Knowledge of standard organizational budget procedures. 6. Skill in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in working with high level military and civilian officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
