Duties

Serving as a Law Enforcement Specialist (Marine Instructor) GS-1801-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Core Training Operations Directorate, Driver & Marine Division, and Marine Training Branch located in Glynco, GA. The primary purpose of this position is to serve as a law enforcement instructor, which involves planning and conducting classroom, laboratory, and/or field instruction sessions as part of the DMD/MTB training program. Typical duties include: Serving as an instructor in the assigned DMD/MTB programs/course areas of law enforcement, such as: Boat Operators Anti-Terrorism Training Program; Inland Boat Operator Training Program; Marine Law Enforcement Training Program; Electronic Navigation Training Program. Conducting advanced export training (off-site) at other Federal, State, and municipal facilities around the country and international sites on an as-needed basis. Using life experiences from law enforcement to enhance course content and respond to student questions. Participating in ad hoc committees made up of representatives of the FLETC and other agencies concerned with training policies and academic requirements.   • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must possess and maintain a valid driver's license to conduct official government business.
  • Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
  • Must be able to obtain and maintain SCUBA and Lifeguard certification depending on the training course taught.
  • Must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license.
  • Must pass a physical vessel skills assessment. Must complete the assessment with 70% or greater accuracy.

The SPF for this position is: SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must: A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Marine Certification requirement: Must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license. -AND- Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Developing and/or revising course content and training materials to ensure courses incorporate current practices in the marine area. 2) Operating marine vessels in accordance with prescribed handling characteristics for all operating environments. 3) Instructing others on the appropriate use of marine equipment (i.e. sirens, navigation, chart readings, communications, etc.) 4) Analyzing the success of training activities and making recommendations for improvement. Substitution of education in lieu of specialized experience may not be used for this grade level. All requirements must be met by the closing date of the announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
