Duties

Serving as a Division Chief GS-1801-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Training Support Division (TSD) under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia. The primary purpose of this position is to serve as the Chief of TSD responsible for operating as a senior manager for FLETC and providing leadership and supervision to division personnel. Typical duties include: Reviewing and recommending improvements in established work methods, organizational features, and the structuring of positions to achieve optimum effectiveness and efficiency. Directing the research and application of instructional methodologies and adult learning theory as it relates to a multi-modality enforcement training/learning delivery in a virtual environment. Exercising the full range of supervisory and personnel management authorities and responsibilities in directing work of the division through branch first level supervisors. Planning and assigning work, setting and adjusting priorities as necessary, developing performance standards and appraising work, and providing advice, counseling and guidance to subordinates. Developing, leading, deploying, implementing, growing, and evaluating distributed/distance learning initiatives. Providing leadership and oversight for high-profile, cross-functional projects that have substantial impact on the training of Federal, state, local, tribal, and international law enforcement officers. Projects include the identification of broad law enforcement training policy and operational objectives which often require coordinating and/or integrating efforts across department and component organizational elements, as well as other Federal organizational elements. Communicating with a broad spectrum of individuals to coordinate, negotiate, and execute marketing strategies to introduce the component's distributed/distance learning capabilities to current and new markets, including senior law enforcement, training, and legal officials in Federal, state, local, tribal, and international governments.

  • Must successfully pass an equivalent background investigation for eligibility to access, safeguard, and store classified national security information at the Secret level.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • This is a non-bargaining unit position.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • Must participate in Direct Deposit program.
  • Occasional travel may be required.
  • Overtime may be required.
  • Weekends and federal holidays may be required.
  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter for this position.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must: A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Specialized Experience Required: In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-14 grade level leading and overseeing law enforcement operations; leading and overseeing the development, delivery, or modification of law enforcement training curriculum; or supervising staff development and implementation of innovative law enforcement training technologies and methodologies. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position. Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988. Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).
