The Budget Analyst will be assigned to the Regional Research Office, Office of Research and Development, Veterans Health Administration, Department of Veterans Affairs, Salt Lake City, UT. The primary purpose of this position is to perform specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Budgetary Management and Financial Data Analysis: Provides guidance on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; and uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity. Provides administrative support to meet the strategic planning goals of R&D. Exercises judgment in decision making, regarding the balance of the overall budget to assure proper emphasis on critical areas. Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds. Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations. Ensures regulatory provisions are applied to the appropriation and budgetary process of research applications. Reviews and assures grants budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date. Budget Analysis and Reporting: Performs budget work for the R&D Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. Performs studies and audits on control and use of funds throughout each fiscal year. Analyzes historical financial operating data and spending patterns. Applies commonly used qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years, including but not limited to cost-benefit analyses, risk sensitivity analyses, probability assessments, quantitative analyses, and qualitative analyses. Contracting Officer Representative (COR): Advises on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements. Serve as a COR designee for the service and oversees areas of acquisition administration and contractor's performance, as it pertains to R&D. Monitors contracts and submits timely extensions; approves option years; follows up with VACO contracting group and sends status updates to stakeholders. Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: " Having knowledge about research investigatory processes in relation to funding, cost effectiveness analysis for individual and collaborative research projects, compilation, and analysis of data". And SPECIALIZED EXPERIENCE GS-9: having one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of the position. Qualifying specialized experience includes having Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities in order to relate needs and accomplishments of serviced activities to anticipated and actual dollar figures in the budget; comprehends all facets of Departmental and Federal processes, budgetary policies, precedents, goals, objectives, regulations, and guidelines for the sources, types and methods for funding organizations and programs; understanding of fund accounting methods, procedures, and techniques used in maintaining and analyzing all types of appropriations, accounts, and funds relating to the fiscal system of activities; ability to utilize a wide range of computer-run applications, which include download, input, program design and output design. (This experience must be documented in your resume.) OR SUBSTITUTION OF EDUCATION GS-9: having a masters, or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. (One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, eighteen (18) semester hours will be considered as satisfying the one (1) year of full-time study requirement). (TRANSCRIPT REQUIRED) OR COMBINATION OF EDUCATION AND EXPERIENCE GS-9: having equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work that meets the requirement for the GS-09 position? (TRANSCRIPT REQUIRED) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget AdministrationControl of FundsFinancial ManagementPrinciples of Finance IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the position may carry light items.
