About the Position: Serves as an Environmental Protection Specialist for Fort Stewart, GA.
Duties
Manage and coordinate all facets of the Installation’s Water Compliance program to include Safe Drinking Water related emergency and complaint response
Support other Installation environmental programs to include Spill response, stormwater compliance, Air Compliance, Landfill compliance, Sustainability, recycling and Hazardous Waste Compliance
Review plans and specifications for a variety of projects conveying wet utility permitting and water system protection and conservation requirements to ensure water requirements/impacts are identified in the contract procurement process.
Review plans, specifications, and cost estimates for a variety of projects for procurement by contract in support of the environmental program.
Provide instruction on water quality and conservation during various outreach and training events.
Evaluate and track program trends and report system capabilities and risks, as needed.
Serve as technical specialist for assigned program areas during meetings/coordination with federal, state and regulatory agencies, as well as to Operations and Maintenance and Construction Contracting Officer’s Representatives
Negotiate corrective actions, permit renewals, water system expansion requests, and plans, providing/clarifying regulatory requirements to project proponents, customers, and command.
Develop or oversee the development of various routine environmental reports and other correspondence relating to assigned program areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain a current Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification.
- Must be able to acquire and maintain a Landfill Operator's certification and a Class C commercial driver's license with hazardous materials endorsement, if needed.

SPECIALIZED EXPERIENCE:
One year of specialized experience which includes: experience with environmental compliance, performing site inspections, evaluating work practices to determine compliance with applicable laws and regulations, and recommending changes to control or eliminate potential or existing hazards or violations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Incumbent must possess and maintain a current Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification.
