The Office of the Chief Human Capital Officer is seeking a Human Resources (HR) Specialist to support the awards and recognition program for Headquarters and mission support enterprise organizations across the agency.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Works in conjunction with the Agency Awards Policy Leads and other key stakeholders on maintaining and updating awards policies and
processes.
Develops and maintains processes to enhance the documentation, tracking and archiving of awards information for Headquarters and mission
support organizations across the Agency.
Supports all aspects of the awards program, demonstrating an understanding of the status of all program/project tasks and ensuring timely
delivery of awards milestones.
Establishes and facilitates the awards process for NASA Headquarters and mission support enterprise organizations across the Agency including
Agency and local honor awards, rating and non-rating based awards.
Receives, analyzes, distributes and manages the annual award budgets to Headquarters and mission support organizations.
Provides expert consultation and accurate guidance to customers and agency leaders on award inquiries.
Works across multiple stakeholders to facilitate and manage the performance management cycle, including processing performance awards,
quality step increases and reconsiderations.
Works across multiple systems to provide accurate award data and reports to award program managers, stakeholders and customers.
Orders, receives and distributes award materials to Headquarters organizations.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Providing advice or technical services in one or more HR functional areas
Conducting factfinding and recommending solutions to resolve factual, procedural, and/or recurring HR issues
Assisting in planning, organizing, or executing project milestones in support of key deliverables
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Providing advisory/consultative services related to human resources products or services
Identifying, evaluating, and recommending solutions for HR problems or issues
Planning, organizing, or executing project milestones in support of key deliverables
