About the Position: Serves as a Civil Engineering Technician responsible for developing plans and designs for a variety of projects of considerable scope and complexity. Assignments involve service to Aberdeen Proving Ground mission and tenant activities including projects for repair, maintenance, alteration, and construction of major technical and experimental facilities.
Duties
Prepares plans, designs, and specifications required for approved special projects involving maintenance, repair, alteration, or construction in support of installation mission and tenant activities.
Inspects facilities and prepares reports on various civil engineering features. Investigates requests by visiting the site or proposed facility and conferring with the requesting activity.
Prepares projects of broad scope and complexity for accomplishment by open-ended architectural/engineering (A-E) design/study development contracts.
Develops a formal request for an A-E firm to develop a design and/or conduct a design study. Prepares all necessary correspondence to the A-E firm which will initiate the study/ design task.
Develops manpower flow chart detailing how long job will take to design and what disciplines will be required.
Requirements

Specialized Experience GS-09
I have one year of specialized experience equivalent to the (GS-08) level in the Federal service which includes knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices of an area of specialization, and skill in applying standardized, analytical, and evaluative methods and techniques sufficient to advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues. OR
I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics (Note: You must attach a copy of your transcripts.)
OR
I have the specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

Specialized Experience GS-10
I have one year of specialized experience equivalent to the (GS-09) level in the Federal service which includes perform installation, maintenance, operation, and testing duties; employ unique and specially designed precision instruments; maintain one-of-a-kind equipment, custom equipment, developmental equipment, or equipment which is continually being modified and adapted and does not usually have adequate documentation; and complete moderately difficult and complex survey work.
Specialized Experience GS-11
I have one year of specialized experience equivalent to the (GS-10) level in the Federal service which includes preparing plans, designs, and specifications required for approved special projects involving maintenance, repair, alteration, or construction. Knowledge in projects which include paving, storm drainage, sanitary sewer foundations, test course construction, and other related civil works functions.
Specialized Experience GS-12
I have one year of specialized experience equivalent to the (GS-11) level in the Federal service which includes preparing projects of broad scope and complexity for accomplishment by open-ended architectural/engineering (A-E) design/study development contracts. Knowledge of Defense Logistics Agency (DLA) System, External Enterprise Business Portal (EEBP), to order bulk fuel and Material Receipt Acceptance (MRA) module for fuel payment.
Education
