Duties
Serve as a Supervisory Engineering Technician at Aberdeen Proving Ground, MD. Manages, directs, and administers construction contracts, requirements contracts, and operations and maintenance contracts.
Responsible for supervision of quality assurance personnel engaged in the estimation of specific quantities for construction, modifications, maintenance and repair of facilities and utility systems, and contract management/monitoring.
Review and evaluate technical specifications and proposals for all phases of the contracting procurement process and ensures incorporation of appropriate engineering and constructability considerations.
Review completed contract documents , prior to advertisement; ensures technical sufficiency; and makes recommendations to remove conflicting work requirements or specifications.
Provide engineering and contracting consultation, guidance, and advice to the Division Chief or Director.
Assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and employee
capabilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the submission of Financial Disclosure Statement OGE Form 450 prior to employment and annually thereafter.
- This position requires a one year supervisory probationary period unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires you to lift up to 15 pounds.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee to use personal protective equipment provided by the employer.
- Must obtain Contractor Officer Representative (COR) Certification within 6 months of employment.

Specialized Experience: One year of specialized experience which includes: 1) Experience managing, directing and/or administering construction contracts and 2) Experience supervising or leading personnel estimating specific quantities for construction, alteration, extension, modifications, maintenance and repair of facilities and/or utility systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
